Neffs’ sewer project ready to go to bid

ST. CLAIRSVILLE – Contractors are being sought for the long-awaited Neffs sanitary sewer project in Belmont County.

During this past week’s regular meeting of the board of county commissioners, the board moved to advertise for bids for the Belmont County Sanitary Sewer District’s gravity sewer system for Neffs, West Neffs and St. Joe areas. Commissioners authorized the clerk of the board to proceed with the required notice to bidders.

The Neffs sanitary sewer project has been in the works for years. The project had gone through the design phase and was recently awarded funding through the Community Development Block Grant program, which will allow the construction phase of the project to proceed.

Commissioners also entered into a contract Wednesday with the state of Ohio’s Small Cities CDBG Water and Sewer Program Grant in the amount of $600,000 for the period of Sept. 1, 2011 through Oct. 31, 2013 for the Neffs sewer line and lift station.

The total estimated cost of the project is $3,588,900. A total of 213 households will benefit from the project, commissioners noted.

In other action Wednesday, the board entered into lease agreements for two more senior centers through the end of 2012. Belmont County recently took over operations of senior services after having contracted with a private agency for many years to deliver services to seniors of the county.

Contracts on behalf of the Belmont County Department of Job and Family Services – which has taken over the senior service program – in the amount of $800 per month were approved for the Centerville Senior Center and the Colerain Senior Center. The Smith Township Trustees are the owners of the Centerville Senior Center, located at 46642 Main St. in Centerville, and St. Frances Cabrini Catholic Church is the owner of the Colerain Senior Center facility, located at the St. Frances Cabrini Social Hall on U.S. 250 in Colerain.

Also this past week, the board:

– entered into a Small Cities CDBG Formula Program Grant in the amount of $293,000 for the period of Sept. 1, 2011 through Feb. 28, 2013 for the county’s fiscal year 2011 formula program.

– approved the request of Mark Esposito, director of the Belmont County Sanitary Sewer District, to certify all delinquent water and sewer rates and changes to the county auditor’s office. The same will be placed on the tax duplicate and collected in the same manner as other real estate taxes for the 2011 tax year.

– entered into a sewer project agreement with American Coal Sales Company on behalf of the Belmont County Sanitary Sewer District for a sewage lift station and sewer lines to be built at the developer’s expense to the county’s specifications. This project is located along U.S. 40 in the area of Friends Church Road.

– moved to hold a town hall meeting on Wednesday, Oct. 26, at 7 p.m. at the Pultney Township Garage, located on West 26th Street in Bellaire. This is the 15th of 16 town hall meetings commissioners are holding this year in conjunction with township trustee meetings. The final town hall meeting in Mead Township is expected to be held later this year. The public is welcome and encouraged to attend to provide input or express concerns about issues in their areas.
