Price to head Monroe County’s Board of Commissioners in ’12

WOODSFIELD – Monroe County Commissioner Tim Price was named Monday to head the county’s board of commissioners when the group handled several organizational matters and also considered new business.

Several other motions for officers and committee members were approved.

Commissioner Carl Davis was selected as vice president, and Sheila Turner was appointed as clerk.

The commissioners also decided to continue to have regular meetings on Mondays, beginning at 9 a.m., unless an observed holiday falls on Monday. In that case, the meetings will be Tuesday, also at 9.

A motion was approved to continue the mileage rate of 41 cents a mile for those on county business.

Commissioner John Pyles received several appointments such as to the Buckeye Hills General Policy Council, Buckeye Hills Executive Council and as alternate to the Issue 2 Integrating Committee and to the Issue 2 Subcommittee. Price is the delegate to the Issue 2 Integrating Committee and the Issue 2 Subcommittee.

A motion was approved authorizing Price as board president to sign Issue 2 documents.

Price also is to serve on the Solid Waste Policy Council, Buckeye Hills Area Agency on Aging and the Monroe County Health Department Advisory Board.

Davis is to serve on the Buckeye Hills Resource Conservation and Development Board. Dale Dietrich was reappointed to that board as member-at-large in November, and Brad Miller is the alternate.

Pyles and Gary Hudson, a former commissioner, will serve on the GMN Executive Board. Hudson was named to the board as an at-large private citizen.

All three county commissioners were named to the Workforce Investment Act Board.

On an audit committee to serve as a liaison between management and its auditors are Pyles, Price, Davis, Jeanette Harter, Judy Gramlich, Pandora Neuhart, Pam Bishop and Tiffany Jones.

Equal Employment Opportunity officers for the county are Sheila Turner, EOE complaint officer; Denzil Knowlton, chief deputy, EOE alternate complaint officer; Prosecuting Attorney James Peters, EOE hearing officer; and Jeanette Harter, EOE alternate hearing officer.

Others receiving appointments included Gerald Haney, apiary inspector; John Curtis, Buckeye Hills public sector; Linda Dick, Child Fatality Board; attorney Mark Morrison, public defender; Brenda Roberts, county court clerk; and Sunessa Miller, county court deputy clerk. Reappointed to the Airport Authority were Gary Cook and Bernie Smith.

The commissioners’ committees remain the same as last year.

Commissioners also announced their meeting policy, noting in part that if a citizen, agency or group has county business, the board requests that they be placed on the agenda of the next regular meeting, explaining why they are making the request. Those wishing to be on the agenda are to contact Sheila Turner at (740) 472-1341.

If documents or questions are necessary for the board’s review, it is requested these be delivered at least 48 hours before the meeting.

Persons speaking at the meeting are asked to identify themselves by name.

It also was noted: “Each person will be given 10 minutes to speak unless the issue is a more complex nature. The board stresses the importance of polite and fruitful discussions and asks that all speakers refrain from argumentative dialogues. The board respects each speaker’s time and wishes that the dialogue be constructive and beneficial to all citizens.”

In other matters, commissioners conducted two executive sessions and heard about a bridge problem in the Hannibal area.

The executive sessions were with Jeanette Harter of the Department of Job and Family Services to discuss personnel in regard to hiring and with Kelley Hill, administrator of the Monroe County Care Center and Assisted Living addition, concerning personnel. No action in those matters were taken after the session.

A delegation including five members of American Legion Post No. 760 of the Hannibal area told commissioners that large trucks, mail trucks, school buses and fire trucks have difficulties in crossing a bridge to the Legion building on an Ohio Township road known as Bares Ridge Road. They think the bridge needs to be widened.

Commissioners agreed to talk with County Engineer Lonnie Tustin about the span.

Matt Brake of Swiss Valley Associates presented a new new contract concerning 911 emergency services. Commissioners took the contract under advisement and plan to review it with Sheriff Charles R. Black Jr. and Prosecuting Attorney Peters.

Commissioners also signed a letter for Harter, who handles finances for them, to obtain Web GAAP access.

A motion was approved to close the courthouse Jan. 16 for Martin Luther King Day and to meet Jan. 17 at 9 a.m.
