Commissioners plan budget hearings
ST. CLAIRSVILLE – The Belmont County Commissioners held their regular meeting Wednesday and noted they will begin holding budget hearings with the various departments beginning Nov. 19.
They will be held between 10 a.m. to 3 p.m. and are expected to take about four days. Interested parties may contact Barb Blake in the commissioners’ office at (740) 699-2155 for a list of dates and times.
Commissioner Charles R. Probst Jr. noted that the departments have already submitted their budget requests.
In other matters, Commissioner Ginny Favede was authorized to execute an invoice for Heritage Architectural Associates for the OUE Brick Tavern Project. The ODOT/federal share comes to $1,408 or 80 percent, while the local share is $352 or 20 percent.
Favede was also authorized to execute an invoice for Centennial Preservation Group for the OUE Brick Tavern Project. The ODOT/federal share is $18,802.80, or 80 percent, while the local share is $4,700.70, or 20 percent.
Commissioners motioned to approve and sign a change order for Centennial Preservation Group for the OUE Brick Tavern House roof and roof drainage rehab project for masonry repair. There is no cost for the change order.
Commissioners motioned to approve a change order amounting to $21,572.30 for Ohio-West Virginia Excavating Co. for a bridge replacement project located at York Township 810, Town Hill Bridge.
Commissioners motioned to authorize the clerk of the board to establish a date and time for a subdivision hearing regarding the Plat of Hidden Springs, Eighth Addition, Richland Township.
The clerk of the board was also authorized to establish a date and time for the hearing in regards to the set-back variance request of Donald V. Farrell for Lot 2 in Stenger Subdivision, Union Township and proceed with notifications.
Commissioners motioned to enter into agreement with Draft-Co, Inc. in the amount of $24,453.70 for a parcel conversion project consisting of 4,446 parcels. This contract will be paid entirely from GIS funds.
Commissioners motioned to enter into agreement with Global Geophysical Services, Inc. to permit access to county property for the sole purpose of performing a hazard survey assessment and to provide a post plot map showing the placement of all proposed charges and receivers for the county’s review and for no other purpose. Global Geophysical is interested in performing a 3-D geophysical survey on county property. This is Phase 1 of that project.
Commissioners motioned to approve the re-appointments of Richard Thompson and Al Molnar to the Belmont County Tourism Council Board for five-year terms to end July 2017.
Commissioners motioned to adopt a resolution granting a request from the Flushing trustees to reduce the legal axle load limit on all of their roads by 50 percent from Nov. 15, 2012 to April 15, 2013.
Commissioners motioned to enter into a roadway use maintenance agreement for pipeline and compressor projects and infrastructure with Ohio Gathering Co., L.L.C. for the use of 1.9 miles of County Road 100, which is Egypt North Road, for the purpose of ingress and egress for pipeline activity. This is for the Spencer to Arrowhead Trunk Pipeline and the Seneca plant to the Cadiz plant pipeline.
Commissioners motioned to change several meeting dates in November and December. Meetings will be held Nov. 20, 10 a.m., Dec. 5, 11 a.m., Dec. 27 at 10 a.m., and Jan. 3, 10 a.m.
