Commissioners plan for senior services

ST. CLAIRSVILLE – Commissioners re-convened Thursday morning and passed several resolutions looking to the future of senior services.

The commissioners will submit an application to the Ohio Secretary of State to use the fictitious name of Senior Services of Belmont County for rendering senior services.

The commissioners are submitting the application for Title 3 block grant funds in response to a request for proposals issued by the Area Agency on Aging Region 9. The county currently receives such funds for services rendered by the DJFS staff. The employees that provide those services are in DJFS, however, the commissioners have discussed reassigning the responsibility for senior services to another department.

The commissioners expect a reassignment would take place while the application is pending or during the term of the Title 3 contracts that would result.

The commissioners have made provision for all bargaining unit employees in the senior services division, including drivers, cooks, clerical staff, senior center directors, case managers, and nurses to be transferred or hired into the new department if and when the commissioners make reassignment.

The commissioners may have to enter into amended or new contracts with subcontractors, the homemaker, landlords at the senior centers, utility providers and others to reflect the new arrangement, but the commissioners have no plans to discontinue the present services as a result of the reassignment except for the possibility of building new facilities for senior activities or operations. Notice will be given if those come to fruition.

The commissioners submit the supplement because the RFP requests calculations of services rendered or to be rendered, staff employed or to be employed, forms and policies in use or to be used.

In other matters, Commissioner Ginny Favede was authorized to sign a memorandum of understanding with the American Federation of State, County and Municipal Employees (AFSCME), Council 8, regarding appointment maintenance classification vacancy that was or is still temporarily filled as of Aug. 28.

Favede was also authorized to sign and submit the application of the Belmont County Commissioners, DBA Senior Services of Belmont County, to the Area Agency on Aging, Region 9, Inc., to be a service provider for 2014-2015.
