Hirings approved for senior services
ST. CLAIRSVILLE Belmont County commissioners addressed several issues during their Wednesday meeting.
Commissioners motioned to appoint a full-time program administrator effective Nov. 1 at an annual salary of $47,885, and a full-time fiscal administrator effective Oct. 21 at an annual salary of $40,000, and a full-time senior center coordinator effective Nov. 1 at a rate of $10 per hour.
Commissioners motioned to approve and sign an amendment to agreement for purchase of the performance of services contract for homemaker and personal care services, to state that staring on and after Nov. 1, 2013, the transition date, the contracts with the Belmont County Department of Job and Family Services will transfer to the Belmont County Commissioners, through Feb. 28, 2014, with agencies including Helping Hands and Warm Hearts, LLC; Interim Health Care of SE Ohio, Inc.; Advanced Home Health, Inc.; Medical Services of America Inc., dba Medi Home Private Care; and Just Right Homecare, Inc.
Commissioner Matt Coffland voted against, noting his opposition to the establishment of a senior services department under the commissioners.
Commissioners motioned to accept and authorize Commissioner Ginny Favede to sign a quote from Digital Data Communications in the amount of $21,572.38 for a server, computer hardware and software and necessary user licenses for the senior services of Belmont County. The quote does not include installation and labor. Commissioner Coffland voted against.
In other matters, Ronald DeNoon visited commissioners to discuss the need stop illegal dumping and criminal activity along State Route 148, near Powhatan Point. He suggested the installation of a guardrail and was informed that would be an Ohio Department of Transportation issue.
Favede was authorized to offer employment for the position of registered nurse for the county jail.
Commissioners also motioned to adopt a resolution establishing the Capital Project-Exit 208 Sewage Lift Station Upgrade Fund.
Commissioners authorized the clerk of the board to set a date and time for a subdivision hearing regarding the plat of Kimberly Drive, Union Township, Section Eight.
Commissioners also entered into agreement with Maximus, Inc., Concord Township, to provide consulting services and assistance relative to the preparation of the base year 2013 indirect cost allocation plan at a cost of $10,000. The cost allocation plan allows Belmont County recovery of revenues under federal standards.
Commissioners motioned to re-advertise for bids for the Belmont County Engineer’s project at Sand Hill Bridge Replacement. The funding source is Ohio Public Works and MVGT fund.
