Murder suspect arraigned

ST. CLAIRSVILLE – High-level felony arraignments were heard Thursday during a session of Belmont County Common Pleas Court. Judge Frank Fregiato presided.

Ian Thomas Jarrell, 29, 618 Howard St., Bridgeport, was arraigned and pleaded not guilty to two counts of murder and two counts of endangering children, a felony of the second degree occurring Oct. 1, 2013. His status conference was set for today, with plea agreement Dec. 6 and trial Dec. 17. Bond was set at $1 million.

Assistant Prosecutor Dan Fry said Jarrell is charged with two allegations of murder, theorizing that the crime was committed in the course of abusing Carter, and restraining Carter. The jury will decide which to pursue.

It is alleged that Jarrell abused and suffocated Carter Caprita, a 2-year-old, at the Francis Wallace Apartments. Jarrell was in a relationship with the child’s mother and had been babysitting Carter.

Brian Keith Harsher, 51, 1401 North Seventh St., Martins Ferry, pleaded not guilty to driving under the influence, a felony of the third degree occurring Aug. 24, 2013. Pre-trial was set for Nov. 25, with plea agreement Jan. 21 and trial Jan. 30. Bond was set at $20,000. The prosecutor’s office noted Harsher’s six prior convictions for OVI, one of which is a felony, and the 17 different suspensions in his record. He was reported driving an ATV while intoxicated in Martins Ferry.

Thomas Michael Verhovec, 34, 611 Washington St., Jacobsburg, pleaded not guilty to assault, a felony of the fourth degree occurring July 31, 2013. Pre-trial was set for Dec. 23, with plea agreement March 17 and trial March 25. His recognizance bond was continued.

Connar Sylvan Cline, 20, 58800 Oglebee Road, Jacobsburg, pleaded not guilty of breaking and entering, a felony of the fifth degree occurring Aug. 23, 2013. Pre-trial was set for Dec. 23, with plea agreement Feb. 18 and trial March 4. Bond was continued at $2,735.

Franklin Dale Welch, 23, 46590 East Captina Highway Road, Alledonia, pleaded not guilty to possession of drugs, a felony of the fifth degree occurring June 26, 2013. Pre-trial was set for Dec. 23, with plea agreement March 3 and trial March 11. Bond was set at $4,735.

John Lawrence Baker, 28, 602 Howard St., Bridgeport, currently serving a sentence, pleaded not guilty to four counts of trafficking in drugs, two felonies of the fourth degree and two felonies of the fifth degree, occurring Oct. 30 and Nov. 9, 2012. Bond was set at $25,000.

A warrant was issued for Eddie Michael Mulholland, 30, 1213 Shannon Drive, North August.

Murder suspect arraigned

A Belmont County man indicted by a grand jury was arraigned on charges today that he killed a toddler in Bellaire.

Ian Jarrell entered not guilty pleas to two counts of murder and endangering a child. Police said Jarrell abused and suffocated 2-year-old Carter Caprita. On Oct. 1, emergency responders were called to the Francis Wallace Apartments for a report of a child who was not breathing.

Crews found Caprita and took him to a hospital, but the child later died. Jarrell was dating the child’s mother, Allisha Alltop, and Jarrell was babysitting at the time.

The trial is set to start Dec. 17.
