Water work closes Harrison offices
CADIZ – Offices in the Harrison County Government Center are closed today due to the village of Cadiz replacing a water valve. Rural transit offices will remain open.
In addition, the county commissioners announced that water service to residents in East Cadiz, on portions of CR 5, CR 51, Upper Clear Fork, Giacobbi Road, McAffee Road, Snyder Road and the surrounding residential areas would be shut off from 8 a.m. until approximately 3:30 p.m. to complete the project.
County health department officials were excited to announce to the board that they had the opportunity to hire a second full-time sanitarian.
Commissioners heard from Charles Fisher, administrator of the health department. Fisher stated that the state of Ohio has recommended the addition of a second full-time sanitarian to bring the county to a 2.2 sanitarian level. Fisher cited the increased work load from the oil and gas boom combined with an alarming spike in sexually transmitted diseases in the county has created a need to expand.
Due to the extensive education and certification required to become a sanitarian, Fisher asked the board to allocate $20,000 into his department’s line item to provide assistance in paying the salary of the new hire until revenue generated by that position can cover the cost. The salary for the position will be $62,000 per year.
Fisher also reminded voters to support the .25 mill levy the health board will have on the ballot in the upcoming election.
The board agreed to the funding with the provision the money be placed in the same line item as the prior funds transferred to the health department to facilitate keeping track of the assistance.
Don Quicksall addressed the board concerning the application for Water Pollution Control Fund money to pay for a study on the development of a regional sewer district.
The commissioners approved an agreement with W.E. Quicksall for the Harrison County sewer study in May of 2103. The preliminary study and report for feasibility of a regional sewer district determined that the project should be scaled back terminating at the Piedmont Marina.
According to Quicksall, adding the communities of Piedmont, Moorefield and Holloway were determined to be cost prohibitive. The county passed agreement 29-14 and resolution 7-14 allowing the application process to proceed. If the request is approved by the state, the loan application could be sent back to Quicksall within 30 days.
The zero percent interest loan for $35,000 to $40,000 would be repaid over five years with the county sharing one-third of the costs. A grant to fund the project will be applied for in August which could cover all or part of the funding of the design which is scheduled to be complete next year with a possible start date project for summer of 2105.
The board also approved a feasibility study for construction of a justice center to replace the antiquated jail facilities. Agreement 28-14 authorizes the $6,000 study with DLZ, a consulting firm in the architectural, engineering, and surveying industry. While the commissioners agreed that the current jail was overcrowded and inadequate, they acknowledged that funding for the project would be the main stumbling block to going forward with any construction.
In other business, the board:
- Approved a previously tabled RUMA with Cardinal Gas LLC. Agreement 27-14 covers 0.6 mi. of CR 17, 0.4 mi. of CR 50, 0.7 mi. of CR 35 and 0.45 mi. of CR 7. At the request of Dale Norris a second RUMA was tabled due to a missing appendix item regarding road cuts.
- Passed resolution 8-14 at the request of John Jackson allowing application for yearly probation grants.
- Announced that the county would be advertising for bids on design and replacement of the roof on the courthouse. Bids will be opened April 23.
The county Veterans Service Commission is asking for volunteers to help mapping the cemeteries and marking graves of veterans. Anyone interested in helping with the project should contact the office in Cadiz at 740-942-8441.
