UL super bound over to grand jury

ST. CLAIRSVILLE Union Local Superintendent Douglas Thoburn appeared briefly by video in a preliminary hearing at Belmont County Western Division Court.

Judge Eric Costine presided.

Thoburn waived his preliminary hearing and the case was bound over to the grand jury. Thoburn’s bond was set at $60,000.

Thoburn, 53, was taken into custody last Thursday on four counts of pandering obscenity involving a minor. A warrant had been served on his house.

The school board met after the arrest and placed Thoburn on paid administrative leave. Ben Porter has been appointed acting superintendent of the district.

Thoburn was hired as Union Local’s superintendent in 2013.
