Commissioners hear well water complaints

ST. CLAIRSVILLE – Debbie Street of Jacobsburg reported to Belmont County commissioners Wednesday issues with discolored well water on Otto Road.

Commissioners Matt Coffland said the commissioners are in the process of engineering and mapping to determine where a waterline would be placed. He said regulations specify that in working with a six-inch waterline, one must apply the engineering designs to tie into the system. The households could also design their own waterline.

A town hall meeting will be held at the fairgrounds at 10 a.m. Sept. 5 in addition to the Sept. 3 meeting at the courthouse.

Commissioners turned over all bids received for the Pipe Creek and OK Road bridge replacement project to the engineer for review.

Commissioners rejected all bids received July 29 for the Bethesda/Noon Road 16-inch waterline project for the Belmont County Sanitary Sewer District and moved to rebid the project. The original bid specifications were incomplete.

Commissioners signed the renewal of the Cares Senior Apartments Lease Agreement between Bellaire Housing Partners, Ltd and Senior Services of Belmont County for a two-year term effective Aug. 1, 2014-July 31, 2016 for $8,400 per year.Commissioners signed a request of both parties to assign all of Hess Ohio Resources, LLC’s rights to American Energy-Utica, LLC regarding the Belmont County Road Use Maintenance Agreement dated Nov. 28, 2012 for the use of Lloydsville-Bannock Road drilling activity at the Richland B well site.

Commissioners accepted the resignation of Brianna Wilson, receptionist/switchboard operator, effective Aug. 29, 2014.

Commissioners motioned to approve the hiring of Cindy Tirpak as a full-time housekeeping/maintenance employee for the buildings and grounds department at the rate of $9.05 per hour beginning Aug. 25. This is to fill a vacancy due to resignation.

Commissioners authorized the director of the sanitary sewer district to offer employment for the position of certified water plant operator I.

The regular meeting of Sept. 10 was rescheduled to Tuesday, Sept. 9.
