RESIDENTS OF Bellaire are not voting on a new president of the United States, but Tuesday's primary election does carry with it such much significance. The results will go along way in shaping the next village council as well as deciding who will be mayor. Voters are offered options as eight aspirants are on the ballot in their quest to gain one of four council seats. The mayoral contest pits three worthy candidates. The All-American Village has seen better times, but hope still remains. A new wave of civic-minded individuals is sweeping through the town, staging cleanups on a frequent basis. The Bellaire Chamber of Commerce is becoming more active and the Commerce Park area on 26th Street is welcoming new business. I am an optimist. I don't see Bellaire as hopeless. Just the opposite. I have faith the election will yield high-energy and passionate winners, striving hard to bring back some swagger to Bellaire.
