Water Victory

It is hard to fathom that residents in the Mt. Victory Road area of Belmont County have lived without water for this long. I -- like most of us -- take turning a faucet to get water for granted. I can't imagine having to haul water to my home on a daily basis for drinking, showering and doing laundry. That is a hardship no one in this day and time should have to shoulder. That is living in the dark ages. It is gratifying to see those dry times ending. I have never had the opportunity to meet Franklin Shaffer. But I have been told by several individuals close to the project that without him, Mt. Victory Road would still be staring at a desolate future.
