The "all your eggs in one basket" approach of 911 central dispatch has NEVER been a good idea since during local disasters the limited inbound phone lines get clogged immediately leaving people at risk that have a REAL emergency

Also as witnessed before, cut lines due to digging or other events can easily leave call centers high and dry especially when they use PRI and T1 circuits to transport phone lines

This coupled with the fact that the massive cost of the 6 towers it now takes to cover the same area that ONE tower did BEFORE 911 not to mention the tremendous power usage, up keep and liability with those tower sites, and you have a VERY expensive system that performs WORSE and is easily rendered useless in a REAL local disaster

The days of LOCAL dispatchers who KNEW everybody in the community and simply picked up the microphone and dispatched their OWN people are sadly gone and replaced by an increasingly costly system that will NEVER be able to match their ability
