I would like to shine some light on the bellaire city school district by quoting past auditor reports from 2012 and 2013. I will not even get into the ones from 2007-2012, but let me tell you they are an interesting read. I will start with the financial forecast report issued 3/14/2013 it states “The plan filed with the Ohio Department of Education in October of 2012 covered fiscal years 2013 through 2017 and assumes the continued operation of the School District with fairly consistent revenues. The plan represents a positive cash balance beginning in fiscal years 2014 through fiscal year 2017.”
In 2009 the bellaire city schools employed 213 people, now they are employing 157 people. With those cuts the school district are getting better test scores. I guess the kids learn better with less teachers or was it administrative staff that was cut. Mr. Scot could you tell us that. The total they were paying in 2009 was $7,531,000 for all salaries, in 2

2009 was $7,531,000 for all salaries, in 2012 it was $5,725,000 . That is a cut of $1,806,000.
I would also like to point out that during that same time they spent money for general supplies, text books, library books and periodicals in the following amounts: in 2009 they spent $286,000 for text books. In 2010 it was $247,000, in 2011 it was $179,000 and in 2012 it was $145,000 in 2013 it was $155,000. If this levy is for text books how much more do they need, what another $130,000 to restore that to the previous levels in 2009.
