Bellaire Levy

Dear Editor, I just feel the need to get my way of thinking out there regarding the Bellaire School Levy. As a taxpayer, this levy concerns me in many ways....

Why does this country lag behind in education considering the money we throw at it? Obviously, the problem isn't money, is it?

We can whine all we want about who's getting paid how much, but in the end it solves nothing. If there was no salary for the superintendent and half the teachers, it wouldn't be enough money to keep the public education ship from sinking.

It's a simple case of numbers really. You can't have the decline in enrollment Bellaire has suffered and continue to pay the same teacher salaries (and retirement) along with the building maintenance and utilities. The problem is systemic. While the focus of most comments here are on the symptoms, why isn't anyone questioning why a superintendent can double-dip? Why can't a school board reduce costs as needed to balance their budget? What are the legacy costs of retired teachers? Back to the numbers for a moment. How many of you graduated from Bellaire when the senior class routinely surpassed 200 students? How many are in a senior class now? I saw a statistic that said there are 426 student in grades 9-12 in a recent year. That's 106 students per class on average according to my handy calculator. I don't have to be an economist to figure out the money isn't there because the student numbers are half of what they used to be.

Teachers have not had a pay raise in 6+ years. Supposedly, Mr. Scott has gotten raises and possibly a couple other head supervisors for classified staff. Ask someone in charge about turning off heat & hot water - in the winter - in all 3 buildings at the same time to "save money." Ask about the new football coach's special contract to substitute @ $140 per day PLUS benefits. All other substitutes are paid $65 per day with NO benefits.

At the end of the school year Bellaire Schools will "NO" longer be in the RED, THEY WILL BE IN THE BLACK!! NO LONGER IN FISCAL EMERGENCY!!!!

TONY SCOTT RETIRED ONLY FOR OUR WONDERFUL BOE TO HIRE HIM BACK, SO HE IS COLLECTING HIS RETIREMENT AND ALSO GETTING HIS REGULAR PAYCHECK.... DOESN't SEEM THAT MR. SCOTT IS SO CONCERNED ABOUT THE MONEY PROBLEMS ANYMORE SO WHY SHOULD THE REST OF US. HOWEVER IT IS A WHOLE LOT EASIER FOR HIM, HE DOESN'T EVEN LIVE HERE DOES HE!!!' I AM TIRED OF THIS LOSER CRYING WOLF WHEN HE REALLY DOESNT REALLY GIVE A RATS A__ !!! IF HE DID HE WOULDN'T BE DOUBLE DIPPING TAKING AWAY FROM THE TEACHERS AND STUDENTS! DID MR. SCOTT TAKE A PAY CUT, FOR THAT MATTER DID ANY OF THE BOE MEMBERS TAKE A CUT? WHAT ABOUT THE REST OF THE SCHOOL SYSTEM? WHY SHOULD THEY YOU ASK? MY HUSBAND IS A TEACHER IN ANOTHER SCHOOL DISTRICT AND THEY ALL TOOK A 5% PAY CUT FOR 3 YEARS TILL THEIR SCHOOL SYSTEM GOT THEIR FINANCES IN ORDE

NO! we should and will not, Make the school board & Administration do there job. ask the school board this Is the Bellaire school district still in the red or in the black? Is the Bellaire school district still in fiscal emergency?

Many schools districts are placing income tax options rather than property tax options to raise funding. It is earned income and retirement income is not subject to the tax. That would catch oil and gas workers residing in the school district. It also places the tax renters as well. A valid option to overcome some of your concerns. Would you support this type of funding????????????

Also we should be looking at all of the gas and oil revenues coming into the county and asking the County Commissioners why none of this money is going directly to the school districts. It's nice to build new things and have development I think the commissioners need to wake up. 20 years from now. all of these gas and oil people will be gone along with most of that money. New roads, bridges, buildings, jobs etc will have to be maintained in addition to what we are already burdened with. The students and the schools will always be here and in my opinion about 25% of that revenue should be banked and ear marked for Belmont County Schools in the future. They could be building that single Belmont County Schools Board administrative office building so the need for one in every district could be eliminated.

I have to agree with Jane on one thing. It sure would save a lot of money to have one board made up of 1 representative from each school district to cover all of the districts with in the county. at least a couple of jobs could be eliminated and the up keep and cost of administrative offices could be reduced to one building per county. This would result in a very significant savings. I disagree on renters not paying. Certainly the ones living in public housing are off the hook but those renting private housing see rent increases every time the landlords property taxes increase. I certainly remember my land lord telling me that if levies passed I would see rent increases before I owned. I also agree that a law concerning levies needs to be passed so that if a levy is on a ballot two times with in two years that they shouldn't be permitted to re apply for two years. It is obviously a gross waste of tax payer dollars to keep doing what the Bellaire school board is doing. One more thing.

A child's education is important but for me it is equally important that I am financially prepared for retirement. My real estate taxes are costly compared to my income. Looking long term, I am not able to add more to my monthly bills. Vote NO!

Each of us has a responsibility to our schools and our children. It is an investment in our future......
