Citizen tips spark Harrison drug busts

CADIZ — Five people were nabbed in Harrison County on drug charges in just over a 12-hour period Tuesday.
Youngstown residents Graylyn Folmar, 18, of 642 Cassius St., and Emmanuel Giles, 22, of 912 Cornell Ave., appeared in Harrison County Court Tuesday afternoon for arraignment proceedings. They were each charged with one count of third-degree felony cocaine possession and fifth-degree felony trafficking in drugs.
Sgt. Mark Smith of the Cadiz Police Department said the investigation and eventual arrests were made after several citizens complained of suspicious activities in their neighborhood early Tuesday morning.
A traffic stop of the suspects’ vehicle was initiated around 1:30 a.m. at Bingham Terrace off North Main Street. Smith said Folmar and Giles consented to a search of the vehicle following a request by Officer Roger Caldwell. Officer Richard Young and Major Dwight "Doc" Spaar of the police department aided at the scene along with personnel of the Harrison County Sheriff’s Office and the Steubenville Post of the Ohio State Highway Patrol.
Crack cocaine worth nearly $2,000, marijuana of undetermined street value along with $300 in cash, four cell phones and drug paraphernalia were found in the vehicle.
County Court Judge Mark Beetham granted the $100,000 or 10-percent cash bonds to each man. Folmar and Giles are being lodged at the Jefferson County Jail and will appear for preliminary hearings within the next few days. County Assistant Prosecutor Michael Washington requested the high bond, saying he believed the defendants posed a flight risk.
“We had a lot of phone calls from citizens complaining about the vehicle and saying they were using and selling narcotics in their neighborhood,” said Smith. “Without the assistance of the public, these two individuals may have not been arrested. The cooperation of our citizens definitely added our office.”
The second bust happened Tuesday at approximately 2 p.m. when three Carroll County residents were arrested following a routine traffic stop for speed.
Sgt. Shawn Yoho of the Ohio State Highway Patrol, Steubenville Post, said he had stopped a vehicle on U.S. 22 near the Jewett exit at Ohio 151.
He said as he approached the vehicle he viewed suspected drug paraphernalia, and the occupants agreed to a search of the vehicle which yielded packets of heroin and marijuana in addition to syringes and drug paraphernalia.
Frank D. Wardwell of 404 Avalon Road, Dellroy; Raymond C. Smith of 810 Glory Road, Carrollton; and Michelle M. Barstow of 1184-A Canyon Road, Carrollton, were taken into custody and now face charges of possession for heroin and marijuana.
They are to appear in county court this afternoon and are being held in the Jefferson County Jail.
