Preliminary hearing set for Phillips

QUENTIN NATHANIEL Phillips, 32, 1825 Hill St., Martins Ferry, wearing an orange jumpsuit along with shackles and chains, was led into the Northern Division Court Room of Judge Frank Fregiato on Wednesday by Belmont County sheriff's deputies.

Phillips appeared before the judge for his initial hearing on Wednesday on six counts of rape involving an 8-year-old child.

Phillips had been arrested by the Martins Ferry Police on Sept. 13 after he was accused of downloading child pornography at the Martins Ferry Public Library.

Phillips was arrested on a charge of pandering sexually oriented matter, involving a minor, and rape.

The defendant will once again appear in Northern Court on Friday at 8:45 a.m. for his preliminary hearing.

Phillips told the judge that he had been working for a construction company before he was arrested Saturday evening.

In an unrelated case, a neighbor of Phillips, William Myers, 73, 1815 Hill St., Martins Ferry, was also led into court in chains and an orange jumpsuit for allegedly having contact with a 4-year-old child.

The child was taken to a local hospital after the incident that was allegedly witnessed by a relative.

Because he had just been arrested Wednesday morning, the judge said he had no paperwork on him. Myers will be in court again at a later date.

Myers has been accused of gross sexual imposition, a felony, for allegedly having the sexual contact with a 4-year-old child.

Both men remain in the Belmont County Jail with Phillips' bond being set at $1 million by Fregiato.

Fregiato said that in case Phillips makes his bond he is to have no contact with his victim.
