Doug and Rhonda Rutter of Cadiz are pleased to announce the engagement of their daughter, Kelsey Leigh Rutter, to Brian Allen Volk, son of Nancy Volk of Adena.
The bride-to-be is a 2006 graduate of Buckeye Local High School and Jefferson County JVS with a license in cosmetology. She is currently employed at Studio East Hair & Nail Salon in St. Clairsville.
Her fiance is a 2004 graduate of Buckeye Local High School. He is currently employed by Oxford Resources as a heavy equipment operator.
