THE U.S. Postal Service wasn't having the problems it currently is facing when this post card was mailed to a Wheeling resident in 1916. This imposing post office was located in Washington, D.C., and it undoubtedly handled an influx of mail during that era, because the 16th Amendment to the Constitution was approved in 1913, making the income tax a permanent fixture in the U.S. tax system.
