St. C. seeks paving grant

ST. CLAIRSVILLE City council discussed fall plans during Monday's regular meeting.

Council members passed an ordinance authorizing the director of public services to submit a grant application to Ohio Public Works for funds in the amount of a $314,147 grant and a loan of $170,163, totaling $654,473 with the local share.

Mayor Robert Vincenzo reported inspecting the streets for an evolving street paving list. City officials are in the process of narrowing down streets by priority. So far, there are 24 streets on the tentative list.

The city should know if it has received the grant by December.

Vincenzo added compliments to the city employees for their ongoing work in patching and maintaining the streets.

Vincenzo also reported on a recent informational meeting in Cleveland where he and other municipality leaders spoke and answered questions about possible local effects of the state's plan to reform tax collection.

Representatives from the Regional Income Tax Agency were present and presented to the committee.

"We were very well-represented by the RITA representatives," he said. "They had everybody's behalf. They will have a lot of effect as to what eventually will come out in a draft of a bill for this Ohio Municipal Income Tax Revision."

Also, council will consider a new storm water management plan.

It has been approved by the Ohio Environmental Protection Agency. Should council approve, Planning and Zoning Administrator Tom Murphy will work with the EPA to establish a water quality ordinance and set up a committee to review any storm water management plans.

Council approved an ordinance to provide retroactive authorization to the director of public services to bid on and buy a bucket truck for the electric department. The truck was purchased for $75,000 through ebay.gov. The estimated new price of the truck would have been close to $200,000. The current trucks are 15 and 20 years old.

In other matters:

The fire district will meet Wednesday, 4:30 p.m.

A rib cook-off will be held Saturday, Sept. 22, 11 a.m. to 9 p.m. at the Central Park amphitheatre.

Events will include four different bands and a car show.

On Saturday, Oct. 6, from noon-9:30 p.m. an Art for Autism event will be held.

David Lucas, candidate for sheriff, introduced himself.

Council will consider closing down Main Street from Marietta to Market Street for the Chamber of Commerce Halloween Bash Oct. 25, 5:30-8 p.m.

Trick or Treat was set for Oct. 31, 6-7:30 p.m.
