Belmont County considers costs of records

ST. CLAIRSVILLE - Belmont County Commissioners met Wednesday and heard a request from Mary Catherine Nixon, recorder, to increase the share for deed transactions to her office by $3. Currently every deed transaction yields $4 for the recorder's office user fee and $10 for the general fund. This request would shift the amounts to $7 and $7. There would be no cost to the taxpayers.

She noted the increased demands, including the wear and tear on the book covers. About 44 book covers will need to be gradually replaced at a cost of $300-$400 each and the need for a microfilm viewer and printer.

Commissioners will meet with the auditor to review the numbers as well as determine how the rest of the funds from a deed transaction is allocated.

Since 2010, the balance in the user fund was $121,000. In 2011, it was $118,000. As of the end of August, the balance stood at $113,000. She noted the expectations for yet more demands within the next few weeks.

Nixon added that she also faces the possibility that her budget will be cut next year.

Commissioners held a public hearing with the permit coordinator for Oxford Mining and authorized the surface application of brine on county roads to keep down dust and some ice.

Commissioner Charles R. Probst Jr. was authorized to execute an agreement with the state for Public Works Commission financial assistance for $399,600 for a project on York Township Road 810 immediately north of Route 148 at Powhatan Point. It consists of removal of the existing truss, clearing, detour signs, pier construction, construction or replacement of abutment foundations and roadway approaches to meet the new structure, paving berming, earthwork and seeding on slopes.

He was also authorized to submit an application to participate in the Ohio Public Works Commission State Capital Improvement and/or Local Transportation Improvement Programs to the execute contracts for resurfacing Wayne, Richland and Union Township roads, the Sand Hill bridge replacement, and Pipe Creek and Crozier Road.

Commissioners adopted two resolutions approving and authorizing an inter-county adjustment of allocations between the Erie County Department of Job and Family Services and the Belmont County Commissioners on behalf of the county department of job and family services. The county DJFS receives $75,000 of income maintenance control funding from Erie County for utilization in state fiscal year 2012 and Belmont County DJFS is releasing $50,000 to the Erie DJFS.

The Oct. 3 meeting time was changed from 10-11 a.m.
