MARTINS FERRY Police Lt. Bernard Beltz removes the leg shackles from John J. Guster's ankles while he was being booked by Lt. William Appenzeller on Jan. 19 at Martins Ferry Police headquarters. Guster was returned to Ohio from Sumter County, Florida by Beltz and Police Lt. William Patsche after he waived extradition. Submitted by William Patsche
