Commissioners answer road questions

ST. CLAIRSVILLE - Several guests brought up issues during Wednesday's meeting of the Belmont County commissioners.

A resident broached concerns of a safety hazard in Barton, caused by a roped off property. The rope is within two feet of the road. In addition, an unlicensed and possibly hazardous vehicle is on the property.

Sheriff David Lucas said action could not be taken by law enforcement until they had documentation from a survey or the township trustees determining the status and ownership of the properties in question and the right of way.

County Engineer Fred Bennett said the issue was likely a civil one.

In other matters, Pease Township Trustee Michael Bianconi suggested the budget include a line item for casino funds to better track those monies. He also reminded commissioners that the 911 board is in need of an additional member.

Guests also inquired about the availability of further funds for road paving. Commissioner Ginny Favede noted that 12 miles of road paving has been bid out using funds allocated from a planned interchanged project. Work should begin next week. New striping is included.

"This is a significant investment in the roads of Belmont County and the safety of the residents who travel those roads," she said.

Commissioner Matt Coffland added that Issue 2 funding of half a million dollars may be available next year.

In other matters, commissioners held a subdivision hearing and granted the final plat for Harry's Ridge Road, Second Extension, Warren Township.

Commissioners adopted a resolution establishing a Capital Projects-Eastern Ohio Regional Industrial Park Fund.

Favede was authorized to execute a quarterly subgrant report for the Belmont County Sheriff's Personal Crimes Investigator grant. The payment request came to $10,283.37.

Commissioners motioned to enter into a roadway use maintenance agreement for drilling projects and infrastructure with Gulfport Energy Corp. for the use of 1.25 miles of County Road 100 (McMillan Road) and 0.3 miles of County Road 98 (Badgersburg Road) for the purpose of ingress and egress for drilling activity at the Morristown-Family site.

Commissioners motioned to approve and sign and easement granting Hess Ohio Developments, LLC a temporary easement for the installation and maintenance of a temporary above-ground water line in the Fairview area on County Road 114-Fairview Road.

Commissioners motioned to approve and sign the engineering services agreement in the amount of $45,000 with Vaughn, Coast & Vauhn, Inc., for the Ohio Valley Mall Lift Station upgrade project. This agreement includes design, bidding and inspection services.

Commissioners motioned to enter into agreement with Hammontree & Associates Limited in the amount of $13,963.74 for full and final payment for all services performed and all sums due under all contracts relating to the Mt. Victory Waterline, including the July 17, 2008 agreement.

Commissioners motioned to approve and authorize Favede to execute the Tenant Estoppel Certificate for AP Wireless Investments I, LLC, for the 911 Tower site located of Saffell Church Road, Alledonia. The property owner, Donald A. Nippert, has assigned his former Verizon lease to AP Wireless Investments.

Commissioners motioned to adopt a resolution declaring the necessity of levying a tax in excess of the 10-mill limitation regarding the renewal of the 1.5-mill levy for senior services.

Commissioners motioned to authorize the clerk of the board to establish a date and time for a subdivision hearing regarding the Plat of Kettler's Ridge, Richland Township, pursuant to the Ohio Revised Code and proceed with required notifications.

Commissioners motioned to approve the signing and submittal of the quarterly subgrant report on behalf of the sheriff's office for an officer safety equipment grant. Payment request is $4,442.26.

As a result of an executive session, the commissioners motioned to adopt a resolution authorizing the hiring of Dorothy Stenger and Maxine Wells as full time permanent cooks for DJFS, to hire Kathy Pertallini as a full-time permanent Unit Support Worker II for DJFS senior services division, and hire Ron Swearingen and Douglas Gallaher as part-time drivers for the for DJFS senior services division.

As a result of an executive session, commissioners motioned to approve the hiring of a part time deputy for the sheriff's office to serve outstanding capias warrants for the child support division of DJFS. Starting rate will be $15.38 per hour without benefits. Starting date is to be determined.
