Powhatan council adopts three ordinances on emergency basis

POWHATAN POINT - Three ordinances were adopted on emergency basis at a special meeting of Powhatan Village Council. Included in the trio were: Health Plan, Shadyside Cartage and the recodification of certain ordinances.

The health insurance renewal contract with the Health Plan of the Upper Ohio Valley, St. Clairsville, becomes effective Dec. 1. It calls for a 1.02 percent increase, equaling an annual dollar change of plus $615.

An ordinance granting Shadyside Cartage Co. the exclusive right to haul refuse and related items calls for a two-year contract, effective Feb. 1 2014, through Jan. 31, 2016.

Beginning Feb. 1, 2014, the residential monthly fee will be $16.05; beginning Feb. 1, 2015, the residential fee of regular household garbage will be $16.30. An additional charge will be assessed residents for excessive amounts of garbage/refuse above five or six bags/cans per week.

The monthly charge for residents more than 65 years of age and in possession of a Golden Buckeye Card will be $14.80 for the two-year period. Senior citizen customers shall be limited to two cans/bags of garbage per week.

The weekly pickup of garbage by Shadyside Cartage is mandatory for every residence and business within the village.

An ordinance approving the recodification, of certain ordinances was approved.

According to the documents, various ordinances of a general and permanent nature have been adopted which should be included in the codified ordinances of the village. It notes also that numerous sections in the traffic and general offenses codes need to be updated as to conform to enactments of the Ohio General Assembly.

Each of the three ordinances was approved with votes of 4-0. All motions were made by Councilman Jerry Binni, with seconds by Councilman Sam Armann. Councilmen attending the meeting were Dave Walters, Brady Dierkes, Armann and Binni. Absent were Councilmen Rob Caldwell and John Mitchell.

Council's next regular meeting is scheduled for Dec. 3 at 6:30 p.m.
