ST. CLAIRSVILLE - Belmont County commissioners Monday considered possible changes in operations and facilities that may be seen in 2014.
Commissioners motioned to reappoint Ginny Favede, Matt Coffland, Dennis Bigler, Greg Bizzarri and Fred Bennett to the Transportation Improvement District Board for a two-year term effective Jan. 1.
Commissioner Mark Thomas questioned the necessity of having two commissioners serving on the TID board. He added that when the TID was created in 2007 only one commissioner sat on the board.
"I question the advantage of having two commissioners on a board that the commissioners created," he said. He suggested looking over and possibly revising the membership in 2014. He suggested that Port Authority Director Larry Merry could serve on the board.
Both Coffland and Favede expressed the desire to remain on the TID. Coffland noted his long involvement with the board and its projects from its inception.
"I feel very confident that I can serve and will continue to serve on this board," he said. "I think I bring a lot to the table."
Favede said Merry has often worked well with the TID board. She added that the TID would benefit from a healthy relationship with the CIC.
In other matters, commissioners received a letter from Senior Services Director David Hacker requesting the commissioners seek an alternative location for operations for Senior Services. He pointed out the increase in volume of services, with about 900 delivered meals daily and a 10th delivery route added. He suggested renovating the Belmont County Habitation Facility.
He said it meets the footage requirements to service 1,500 daily meals. The centralized location is also suited to gatherings. Hacker is looking into available grants.
In other matters, commissioners approved the use of force accounts by the county engineer for maintenance, repair and reconstruction of roads, bridges and culverts during 2014.
Commissioners also motioned to accept a public road petition for the vacation of three unnamed 14-foot alleys in Bailey's Mills in Warren Township, Section 31, Township 8, Range 6, and recorded in Cabinet B, Slide 91 of the recorder's office. The clerk of the board will establish the required date and time for a viewing.
Commissioners approved the LPA Federal Local-Let Project Agreement guardrail replacement project with ODOT in the maximum amount of $300,000. ODOT will provide 100 percent of eligible costs up to a maximum of $300,000.
Commissioners approved a permission to survey for Mountain Gathering LLC to enter Belmont County Sanitary Sewer District property located in Richland Township Southeast to conduct pipeline feasibility surveys.
Commissioners granted permission for the sanitary sewer district to charge a flat rate of $200 to be paid in advance to compensate the district for labor, vehicle and water loss during fire flow testing.
Barb Blake was appointed to the Belmont County Law Library Resources Board for a five-year term beginning Jan. 1, 2014 and ending Dec. 31, 2018.
The board is holding a special meeting today to adopt the annual appropriations resolution. The next regular meeting will be 10 a.m., Jan. 8.
