HARRY T. ORTH, deceased, accepting certificate for completion of a 4-year apprenticeship program on July 9, 1960, second from left, and Werner Bechtel, third from left received a certificate also. A third apprentice who completed the program, but was absent is Edward G. Hart. E. B. Klimas, extreme left, chairman of the Wheeling Electrical Joint Apprenticeship and Training Committee, made the presentations. Jacob Yost, extreme right, president of Local 141, International Brotherhood of Electrical Workers, looks on at the presentations made during the fifth annual meeting at the McClure House in Wheeling. The training committee was composed of Klimas, Carl Cochran and Harry V. Yahn for the contractors, and Paul Neidert, Howard Cornish and Robert Gould for Local 141.
