MARTINS FERRY -- United Bancorp, Inc. (UBCP), the parent company of The Citizens Savings Bank (the Bank), Martins Ferry, OH, has announced changes, promotions and appointments in conjunction with its 2014 reorganization.
JAMES W. EVERSON SR., former chairman of UBCP and the Bank, retired effective April 16 after 55 years of service to both UBCP and the Bank, and was appointed chairman emeritus.
Everson began his career at the Bank in 1959 as a student intern, was hired full time in 1961 following his graduation from The Ohio State University with a bachelor's degree in business administration and commercial banking. He worked his way through the ranks, becoming the fourth president in 1973 upon the retirement of Harold H. Riethmiller. Under his leadership, a vigorous expansion plan began, and the Bank grew to include the holding company (UBCP) incorporated in 1983, two Bank divisions of The Citizens Savings Bank-The Citizens Bank, Martins Ferry, OH and The Community Bank, Lancaster, OH, an operations center in Martins Ferry, and 20 offices servicing three distinct geographic regions in Ohio. In honor of his retirement, Everson received a proclamation from Governor Kasich recognizing his remarkable career and outstanding service to the banking industry in the State of Ohio. He and his wife live in Naples, FL and St Clairsville, OH, have four children and 11 grandchildren.

Richard L. Riesbeck was named the chairman of UBCP. He was elected to the board of directors of UBCP and the Bank in 1984 and has served on the executive, audit and nominating and governance committees.
He holds an accounting certificate from Mountain State College, a bachelor's degree from Wheeling Jesuit University, a master of education degree from Muskingum University and a post-graduate certificate in marketing from Cornell University. He serves as president and chief executive officer of Riesbeck Food Markets, Inc., a privately-owned retail firm with 1,200 employees operating 16 supermarkets in Ohio and West Virginia. He has been a board member and committee chair for Wheeling Hospital and board member and chairman of Wheeling Jesuit University, as well as board member and Independent Operator Committee member of the Food Marketing Institute, an international association of food wholesalers and retailers. He is also a member of the National Association of Corporate Directors, the American Marketing Association and the Academy of Management. He and his wife have three children, five grandchildren and reside in Cambridge.
SCOTT A. EVERSON was appointed president and chief executive officer of UBCP, as well as chairman, president and chief executive officer of the Bank.
Everson began working at the bank as a student intern in 1988 and joined the Bank on a full-time basis in 1991. He has held various positions in both lending and retail banking through the years, becoming senior vice president of retail banking of the Bank and senior vice president and chief operating officer of UBCP in April 1999. In May 2002 he was appointed president and chief operating officer and to the board of directors of the Bank and became the Bank's chief executive officer in November 2004. He was appointed to the board of directors of UBCP in 2009. In April 2011 he was appointed UBCP's executive vice president and chief operating officer and president and chief operating officer in April 2013.
A graduate of The Linsly School, Everson graduated from Westminster College in 1990 with a bachelor's degree in business administration/finance. He has received additional education throughout his career, graduating from the Ohio School of Consumer Credit, the Ohio School of Banking, the Graduate School of Banking at the University of Wisconsin, and the Executive Banking Institute in Austin, TX. In addition, he serves on the Government Relations Council of the Ohio Banker's League, keeping abreast of the many legislative issues that confront the banking industry. Everson has served on the board of directors of the Martins Ferry Area Chamber of Commerce, American Institute of Banking (AIB) and on the advisory council of the Boy Scouts and is a member of the Ohio City Lodge #486 F. & A.M. and past president of the former Martins Ferry Rotary Club. He and his wife have four children and live in St Clairsville, OH.
MATTHEW F. BRANSTETTER was named senior vice president and chief operating officer of UBCP and executive vice president and chief lending and operating officer of the Bank. His responsibilities include directing, coordinating and maintaining the Bank's lending portfolio, including the commercial, residential and installment loan programs. He is also responsible for overseeing retail banking, credit analysis, loan administration and collections.
A graduate of Indiana University in 1992 with a degree in business management, he also received Credit Risk Certification from the Risk Management Association (RMA) in 2005. In 2013, he completed the Graduate School of Banking program through the University of Wisconsin. He has served as a financial management specialist/systems administrator for the U.S. Air Force. He and his wife have four children, two grandchildren and reside in Wheeling, WV.
In addition, the following officers were reappointed to their positions: Randall M. Greenwood, senior vice president, chief financial officer and treasurer of UBCP and executive vice president and chief financial officer of the Bank; Michael A. Lloyd, vice president and chief information officer for UBCP and senior vice president and chief information officer for the Bank; Seth R. Abraham, vice president and chief human resource officer for UBCP and senior vice president of human resources for the Bank; Elmer K. Leeper, vice president and chief retail banking officer for UBCP and senior vice president of retail banking for the Bank; Lisa A. Basinger, corporate secretary for both UBCP and the Bank.
