Changes approved for Bellaire water plant project

BELLAIRE — Councilman Mike Doyle informed Bellaire Village Council of several change orders involving the water treatment plant and air stripper last week.

Doyle said he’d attempted to secure five but was able to obtain three change orders for the project, with the first being to revise the “filter actuator valve power.”

He said when the building was first built, only a 120-volt, single phase electrical service was installed. He said that “should have not been put in and that’s not acceptable.”

The power will now be upgraded to 480-volt, three-phase electricity at an approximate cost of $10,442, according to Doyle.

“That’s something that has to be done for the project to move forward,” Doyle said.

Another change order deals with a high service pump existing head, described as “basically shot.” There is an attempt underway to get the Ohio Water Development Authority to approve a reconditioned part, which he said would be “substantially less than a new part.” He said replacement of this piece is also something that has to be done.

A third change order involves electrical revisions in the air stripper building “for the high service pump motors.” Doyle said there is no charge for this, but it is required so he sought the change order.

Also, Doyle explained his research on building permit fees and how Bellaire compares to other cities and villages after Mayor Vincent DiFabrizio requested he do so. The matter arose after someone had asked for a permit that included a project costing what Doyle said was around $123,000. He later said that the village’s fees are in accordance with those of other municipalities and would remain in place.

Those building permits are as follows: For a $400-$1,000 project, the cost is $10; For $1,001-$2,000 cost is $14; For $2,001-$3,000 cost is $18; For $3,001-$4,000 cost is $22; and for $4,001-$5,000 cost is $26.

Two resolutions were also passed, both dealing with an upgrade in pay.

Resolution 1063 is to “modify the compensation as it applies to Ben Turvey,” who is a Class 1 operator at the Bellaire Water Department. His pay was increased to $17.14 per hour. Clerk May Nixon said the usual 90-day probation period “was not applicable” here.

Resolution 1064 dealt with Class 2 Operator Michael Watkins, with his pay being modified to $17.61 per hour. Watkins is also employed at Bellaire’s water department and all terms dealing with the probation period and job descriptions remain the same as with Turvey.
