Job bids received for Harrison County road projects

CADIZ — Guardrail replacement and centerline striping projects both received contractor bids Wednesday, with the latter being rebid due proposals coming in far above the original estimate.

Harrison County Engineer Doug Bachman opened bids for each project, starting with the guardrail replacement and installation work. Four bids were received for the project, which includes around 5,000 feet of replacement and installation on Harrison County Roads 12 and 25. They included:

∫ Cuyahoga Fence of Cleveland for $128,941.88;

∫ Lake Erie Construction of Norwalk, Ohio, for $125,420;

∫ M.P. Dory of Columbus for $144,943;

∫ PDK Construction of Pomeroy, Ohio, for $125,384.

Bachman asked Commissioners Amy Norris, Paul Coffland and Dustin Corder to table the bids for further review. He noted that all the bids were “significantly” under his original estimate of $163,049.

Only one bid was received for the centerline striping project — $157,864.36 for Oglesby Construction of Norwalk, Ohio. Bachman rejected the bid, saying it was more than 10% over the original estimate of $118,949.

Commissioners said the project would be rebid. It includes the centerline stripping of 81.74 miles of various county roadways. Bids are due by Feb. 22 at the courthouse in Cadiz.

In other matters, commissioners announced additional projects would be put out for bid as part of a series of building demolitions in Bowerston, Jewett, German Township and Cadiz. The projects have been split up into multiple groups with two groups being put out for bid last week. This week Commissioner Paul Coffland said two more groups of structures named Group 3 and Group 4 — each including multiple structures in the village Cadiz — would be put out for bid.

“The project cost estimate of Group 3 and Group 4 with contingencies is $49,000,” he said.

Bids are due Feb. 15 at the Harrison County Courthouse.

Bids for the initial groups are slated to be opened during commissioners’ next meeting at 10 a.m. Feb. 8 at the courthouse.

Also, German Township trustees submitted two petitions to vacate roadways in the township, including a portion of Novington Road, or German Township Road 160, and a portion of Gray Road, or German Township Road 156.

Trustees have proposed vacating a portion of Novington Road beginning at the intersection of Ohio 646 and Township Road 160 to the county line between Jefferson and Harrison counties, which includes 4,615 feet of roadway. According to the petition, the portion of roadway is a “dead-end road and does not benefit or serve the traveling public in any way.”

Trustees have also proposed vacating 5,740 feet of Gray Road beginning near the intersection of Ohio 9 and Township Road 156 to the county line between Carroll and Harrison counties. According to the petition, Faith Ranch and Farm Corp. is the owner of the property on either side of the section dead-end roadway. It states that the road is impassable due to it being surface mined in the early 1940s.

Coffland noted that a date was not included for public hearings regarding the petitions. Once obtained, a notification will be made public.

“We’ll set those public viewings and notify all the property owners,” he added.
