Big Turnaround

TEAMWORK AND belt tightening can go a long way in producing positive results.

Case in point: Martins Ferry’s financial situation.

Early on in 2010, Ferry officials were staring at a major budget headache. Layoffs and the elimination of dispatching services were a distinct possibility.

But much to their credit, the powers-to-be in Martins Ferry didn’t over react or act in haste. Rather cooler heads prevailed, mapping out a game plan that was both workable and beneficial to the Purple coffers.

As a result, Martins Ferry is saturated in black ink as the year comes to a close.

City Auditor Rita Randall reported at last week’s city council meeting that a carryover balance of $140,000 is possible. That sum may shrink a little after some-last minute bills are paid and another payroll comes around, but regardless it will be solidly in six digits.

We view that as an amazing turnaround. While many — if not most of all — local communities are battling budget blues — Martins Ferry should be commended for being proactive in handling the situation.

Several neighboring communities did eliminate dispatching services in 2010 in a bid to save money. Ferry not only retained its dispatchers, it brought new life to the general fund.

Some budget trimming and shifting funds into the proper accounts played huge roles in turning gloom and doom into a rosy year-end picture.

Martins Ferry’s administration should be praised for its sparkling economic turnaround this year. The city can serve as a model of fiscal responsibility for others to follow.

We stress to Martins Ferry officials that the new year will bring new challenges to its financial structure. Prudent moves may again be needed to navigate through turbulent times.
