ST. CLAIRSVILLE The New Year opened with a change to the directorship of the 911 emergency system.
During a special session Dec. 31, commissioners motioned to place the Belmont County 911 Director Robyn Marshall on administrative leave with pay for her benefit and the county's and for the protection of persons and property under her care while the investigation proceeds.
Commissioners authorized the human resources manager to continue the investigation authorized Dec. 5 and to take appropriate related action with respect to the same.
Also, Bryan Minder was appointed acting director. Commissioners motioned to approve a pay increase for Minder from $15.95 per hour to $18.51 per hour, effective as of 2:30 p.m., Dec. 31.
It is alleged that Marshall refused a directive from the commissioners not to issue a discipline on a dispatcher. The investigation is ongoing. Marshall has served as director since 2007.
Minder has served as a supervisor since 1997. He noted the same policies and procedures will stay in place and the same services will be provided to the citizens.
In other matters, commissioners adopted the 2013 annual appropriations totaling $17,450,212.33 from the general fund.
Commissioners motioned to approve travel requests submitted by the county engineer, for the purpose of traveling through the state to attend meetings, trainings, and obtain parts and supplies.
Commissioners motioned to approve payment of dues for the County Engineers Association of Ohio amounting to $3,520, a per capita assessment of 5 cents.
Commissioners authorized the use of force accounts by the engineer for the maintenance, repair and reconstruction of roads, bridges and culverts during 2013.
Commissioners motioned to enter into a software maintenance agreement with Maximus Inc., on behalf of the Department of Job and Family Services for the program expenditure tracking system for Windows in the amount of $2,150, effective Jan. 1-Dec. 31 2013.
Commissioners motioned to authorize the clerk of the board to advertise a notice of vacancy for the Belmont County Board of Developmental Disabilities.
