St. C. council eyes safe streets

ST. CLAIRSVILLE - City council took some street safety measures during Tuesday's council meeting.

Council held the first reading of an ordinance prohibiting or restricting parking on certain city streets in the interest of promoting proper regulation and control of traffic and to provide for public health, safety and welfare of pedestrians and motorists traveling with the city. The chief of police and safety director will be invested with authority to designate such areas with signage or painting. Violations will be classified as a misdemeanor. Fines will be set at $15 for a first offense, $25 for a second violation, and $50 for the third and towed at the expense of the owner.

Law Director Al Davies noted that in light of the increased activity in town, many city officials have noted unsafe parking issues during the summer. He added that the city currently has areas that prohibit parking. The ordinance also reaffirms those areas, and violators will be cited into mayor's court.

In other matters, Mayor Robert Vincenzo reported paving is ongoing on Hutchinson Drive, Taylor Lane and Sunset, with Park Drive and Green Tree to come. He conveyed the city's appreciation of the residents who have kept their vehicles off of the road and enduring the disruption of the paving crews.

Regarding the planned upgrade to the water meters, Vincenzo reported the water department is meeting with AMI officials to establish the final count of the different types of water meters that must be ordered. The order must be placed and the new meters received in time for the installation process after Jan. 1.

Vincenzo reported on the complicated process of planning and installing the equipment, adding that the city appears to be ahead of schedule so far.

In addition, Vincenzo announced a feather in the city's cap with the selection of St. Clairsville as one of five communities in Ohio to be featured in this year's publication of the National League of Cities.

More information will be released as it becomes available.

In police matters, the advertisement for civil service tests has gone out, with the test date for new officers Oct. 1.

Also, the police committee will meet this Thursday at 1 p.m.

In other matters, Planning and Zoning Administrator Tom Murphy is working with ODOT on storm water issues on East Main Street. The board of zoning appeals met this past Wednesday and extended a public hearing related to a variance proposed by Bill Davis. The meeting is set for Sept. 12, 5:30 p.m.

The fire board met Aug. 21 to discuss adopting the fire department manual. Squad 32 has been returned with a new chassis. They continue to receive bids for upgrades to the central fire station. The next meeting is set for Sept. 18, 4 p.m.

The pool is closed.

Council held the first reading of an ordinance authorizing the mayor to enter into contracts with the Ohio Director of Transportation for the US 40 and Ohio 9 resurfacing projects. The project will include the removal of two and one fourth inches of asphaltic concrete on US 40 from east of Cooper Drive to the East Corporation Limit, and on Ohio 9 from the South Corporation Limit to the North Corporation Limit, a length of 20,064 feet, with a width varying from 20 to 38 feet. The paperwork must be returned to ODOT by Oct. 25.

Council passed an ordinance authorizing wage increases for the positions of meter maid and crossing guard, noting the wages have not been adjusted in several years. Hourly rate of pay for the meter maid position will be adjusted from $11 to $12 per hour. The per diem rate of pay for the crossing guard will be adjusted to $26 per day.

Council held the third reading of an ordinance updating the city's cash handling policy.

Council considered and rejected a proposal from the St. Clairsville School District to allow the district the use of 4-wheelers on certain city streets.

Council motioned to permit the St. Clairsville High School Student Council to hold their homecoming parade Oct. 4, 6:15 p.m., beginning at the First Presbyterian Church parking lot and ending at the football stadium.

Trick or treat will be held Oct. 31, 6-7:30 p.m.
