The bride-elect is the daughter of Ed Milligan of Barnesville and Tina Milligan of Somerton. She is a 2000 graduate of Barnesville High School and is currently employed by Wal-Mart in St. Clairsville.
Her fiance is the son of Bacil and Sarah Richards of St. Clairsville. He is a 1999 graduate of St. Clairsville High School and is currently employed by Lowe's in St. Clairsville.
The couple is planning to be married on Oct. 31.
