St. C. man arraigned on pandering charges

ST. CLAIRSVILLE — Arraignments at Belmont County Common Pleas Court Thursday included Raymond Kemp, 45, of 50701 Rehm Road, St. Clairsville, who appeared before Judge John Vavra and pleaded innocent to three charges of pandering sexually explicit material involving a minor, two second-degree felonies and one fourth-degree felony. The crimes allegedly occurred in February of 2020.

His plea hearing date was set for May 10, and trial June 8. His bond was set at $35,000.

“It was caught through Microsoft actually, on an exchange of inappropriate pictures of children,” Belmont County Prosecutor Kevin Flanagan said. “They notified law enforcement on a national level, and law enforcement notified our sheriff’s department, then the investigation ensued.”

“There were no local victims. These were photographs that were essentially exchanged on a national level.”
