2 drivers cited in last week’s Rayland school bus crash

RAYLAND — Two drivers have been cited following a head-on crash with a Buckeye Local School District bus early Friday that left more than 10 students with minor injuries.

According to reports from the Ohio State Highway Patrol, the bus was traveling east on Jefferson County Road 15 when a westbound pickup truck operated by a juvenile swerved around a van parked on the roadway as it topped a hill, then struck the bus head-on.

“One driver was cited for parking on the roadway — the one that had the flat tire. The other driver was also cited for hitting the bus,” Sgt. Bryan Sponaugle of the Steubenville post of the patrol said.

He said the matter will be handled in Jefferson County Court No. 3 in Dillonvale and the Jefferson County Juvenile Court.

He said the van was operated by Paula Eileen Kleski, 43, of Bridgeport. He did not name the juvenile driver.

Both offenses, parking in the road and failing to assure clear distance, are misdemeanors. Sponaugle said the accident was avoidable.

“There was a couple things that could have avoided it. The car that got the flat tire, they could have pulled to a safe location rather than stopping partially in the road over a hill crest, and the vehicle operated by the juvenile, if he would have been maintaining an assured clear distance ahead … if he encounters something, he should be going a speed where he’s able to bring his vehicle to a stop. Well that car was over the hill crest, so he was going a speed too fast for him to be able to come to a stop, so he swerved left of center and ended up hitting the bus.”
