HEAP help available in Jefferson County
STEUBENVILLE – The Jefferson County Community Action Council Home Energy Assistance Program Department is assisting residents with Percentage of Income Payment Plan enrollments, re-verifications and state HEAP.
Currently the CAC is scheduling appointments on the toll-free number 740-996-9061 or online by visiting app.capappointments.com. The system will guide clients in setting up an appointment, going over required documents to bring, as well as to provide a confirmation number at the time of appointment. The automated system will also send a reminder. Walk-ins are not accepted.
Hours are 8:30 a.m. to 4:30 p.m. at the CAC administrative office, 114 N. Fourth St., Steubenville. If someone is representing a client, they must provide power of attorney papers or a notarized statement to process the application. Residents can still apply at energyhelp.ohio.gov or turn in a paper application to the local agency.
Necessary documentation includes proof of income for all household members 18 or older from the day of the appointment and back 30 days. Documents include paystubs, Social Security information, award letters, bank statements, alimony, child support, unemployment, workers’ compensation, pensions, utility allowances, and other information.
Households under 30 percent of the Federal Poverty Guidelines might be required to provide more documentation. If household income documentation does not reflect the previous year, they will be required to bring in 12 months of income documentation. For self-employment they must bring in their most recent IRS 1040.
People claiming zero income must provide a notarized statement and detailed information from everyone providing financial assistance from 13 months prior to the date they come in.
Anyone 18 years old or older with no income must provide proof of schooling if they are attending. An IRS tax transcript will be required if a household is claiming zero income for one or more years. If a household is zero income, they are asked to contact the local agency and speak with an intake worker directly.
Applicants will not be processed without necessary documentation.
