Harrison County commission reorganizes for 2023

CADIZ — The Harrison County Board of Commissioners reorganized for the year during a meeting that lasted just a few minutes Monday morning.

The annual organizational meeting is held at the beginning of each year to name a chairperson, along with committee assignments and positions.

Commissioner Amy Norris was named chairperson of the board, and Commissioner Paul Coffland was named vice chairman. Following the meeting, Coffland said board members simply rotate the positions each year. Last year, former commissioner Don Bethel held the title of chairperson, while Coffland held it the year prior.

“You go from off to vice chair to chair to off,” Coffland explained.

Coffland said the role of chairperson comes with a few added responsibilities.

“The chairman runs the meetings,” he said, adding that they are in charge of taking complaints regarding county employees. “They make certain decisions, like if there’s something that happens maintenance wise. Our staff knows to call the chairman first.”

Coffland said the chairperson must also attend certain meetings on behalf of the county.

Although there is a chair of the board, Norris said all the members have equal authority.

Also during the meeting, committees were assigned to each of the three board members. Coffland said most remained the same as in 2022; however, for some of the committees the members are rotated.

Coffland is on the Tax Incentive Review, Revolving Loan, County Commissioners Association of Ohio, OMEGA, Harcatus, Joint Solid Waste, EMA and Local Emergency Planning Committee, Building Code, Prevailing Wage and Township Association committees.

Commissioner Dustin Corder is on the Revolving Loan, CCAO, OMEGA, Joint Solid Waste, EMS, Council of Governments, Fair Board, Family Children 1st Council, Township Association, and EODA committees.

As well as filling the role of chairperson, Norris is on the Revolving Loan, OMEGA, alternative for Harcatus, Joint Solid Waste, Airport Board, Board of Developmental Disabilities, Water Board, Community Corrections, Township Association and EODA.

Misty Bailie remains the executive assistant; Stacy Bossell and Sondra Jones are both administrative assistants; Donna Mitchell is the TB clerk; Cindi Yanez and Ed Jackson are dog wardens; Jody Hyde is the maintenance supervisor; Carrie Rogers is the courthouse custodian; Jeneanne Martin is in charge of the maintenance at the Government Center, and Jerry Clemens is in charge of maintenance at the Department of Job and Family Services.

The committee assignments were unanimously approved by the board.

Commissioners will hold their next regular meeting at 10 a.m. Wednesday inside the board’s chambers at the Harrison County Courthouse in Cadiz.
