Men accused of trespassing at derailment site plead innocent

LISBON, Ohio — Two men accused of ignoring orders to stay away from the train derailment site in East Palestine pleaded innocent to charges in Columbiana County Municipal Court on Monday.

Frederick C. Hennan, 43, of West Park Avenue, Columbiana, Ohio, is charged with misconduct at an emergency and two counts of endangering children, all misdemeanors, after officers on Saturday allegedly observed him drive around the barricades and then walk toward the crash site with two juveniles. According to the affidavit, Hennan claimed he had seen other people doing the same thing, so he thought it was OK.

A pretrial hearing is set for March 9.

Chad D. Fowler, 37, of Salem Grange Road, Salem, Ohio, is charged with a single count of misconduct at an emergency. Officers on Saturday allegedly found him parked in a truck near the crash site despite the evacuation orders to stay away.

His pretrial hearing is set for April 10.
