The long-awaited, $7.7 million upgrade to St. Clairsville's waterline distribution system is underway with new lines being installed in Spring Park last week. The upgrades should help address the city's heavy water loss due to breaks. Residents have been warned of low water pressure, as well as possible service disruptions and discoloration during the work.
