Grand jury indicts nine
STEUBENVILLE — An Irondale man who allegedly broke another man’s jaw in a fit of road rage and another accused of robbing a man at knifepoint were among the nine people indicted Wednesday by the Jefferson County grand jury.
Lester Elmer Russell of 9 Mound St., Irondale, was ordered by grand jurors to stand trial on a charge of felonious assault.
Russell, 64, allegedly broke another driver’s jaw in two places on Aug. 2. Authorities suggest Russell was trying to pass the other car on a rough road and ended up bumping into the other vehicle. When the driver exited his vehicle, they allege Russell “hit him so hard with something it broke his jaw in two places.”
Grand jurors also returned an indictment charging Joseph Anthony Walenciej Jr., 815 N. Sixth St., Apt. 508, Steubenville, with aggravated robbery, a felony. Walenciej, 43, allegedly brandished a knife at another man on Aug. 25 and stole his Samsung Galaxy cellphone, wallet, a bag of clothing, a belt and a pair of red and black Jordan sneakers. Authorities allege Walenciej was seen later wearing the victim’s shoes.
Others indicted include:
∫ Kory Eugene Davis, 37, 4778 state Route 150, Dillonvale, felony child endangerment.
Sheriff’s deputies initially had reported finding Davis’s home in deplorable condition, “not fit for any (child) to live in,” after discovering a toddler “covered in dirt, debris and what appeared to be (the child’s) own feces” wandering unattended along state Route 150 in July 2024. Authorities suggest that when deputies later entered the Davis home they found “feces all over the floor and (spilling) out of the child’s diaper,” which appeared to not have been changed “in a very long time.”
Davis had a 2021 conviction for neglect, abandonment, contributing to the delinquency of or physical abuse of a child in Dillonvale county court, authorities noted.
Others indicted:
∫ William D. Stevenson, 71, 355 Nimitz Ave., Wintersville, domestic violence, a misdemeanor, in August.
Stevenson allegedly caused another individual “to believe that the offender would cause imminent physical harm” to her.
Stevenson had been convicted of domestic violence in 2010 in Toronto county court, authorities said.
∫ Joseph Paul Burns III, 50, 533 county Road 56, Toronto, failure to comply with an order or signal of a police officer, a felony, and misdemeanor charges of reckless operation of a vessel or device and disobeying a traffic control device.
Authorities allege Burns fled from an Ohio State Highway Patrol trooper, then tried to get an unknown woman to take his bike jacket into a motorcycle club in hopes of hindering identification. The indictment suggests Burns also operated his motorcycle “in disregard of the rights or safety” of others and, in the process, ran a red light.
∫ David Michael Tittle, 56, 803 Columbus Ave., Martins Ferry, theft from a person in a protected class and also breaking and entering, both felonies, on July 16.
Tittle allegedly entered a property that didn’t belong to him and took a credit card belonging to an elderly person, then used it to make unauthorized purchases.
∫ Jahbari Mekhi Williams, 18, 926 N. Sixth Ave., Building C-3, Steubenville, tampering with evidence, possession of cocaine, both felonies, and misdemeanor obstructing official business, Aug. 9. Authorities allege Williams had cocaine in his possession and claim he tried to jettison the evidence as he fled police.
∫ Herbert William Rood, 49, 525 Canton Road, Wintersville, possession of cocaine, a felony, with misdemeanor charges of resisting arrest, obstructing official business and illegal use or possession of drug paraphernalia, on Aug. 29.
The four-count indictment alleges Rood had cocaine in his possession when he was arrested and that he caused “physical harm” to a city patrolman attempting to restrain him.
∫ Christopher Michael Spurlock, 49, 815 N. Sixth St., Apt. 407, Steubenville, aggravated possession of drugs, a felony, plus a misdemeanor charge of illegal use or possession of drug paraphernalia, July 28.
The two-count indictment alleges Spurlock had methamphetamine and drug paraphernalia in his possession when he was taken into custody July 28.
