Murder charge among Ohio County grand jury indictments

WHEELING — A Wheeling man has been indicted for murder by an Ohio County grand jury, Ohio County Prosecutor Shawn Turak announced Tuesday, one of 21 people named in 20 grand jury indictments.

Dwayne Herring, 54, was also indicted on charges of attempted first degree murder and attempted arson. According to authorities, Herring is accused of murdering his wife Kathleen after her body was found on Wheeling Island.

According to police reports, officers were called to South Front Street on March 21, 2025, where they found Kathleen Herring dead inside.

During the investigation, initial findings at the scene revealed that foul play was suspected, according to authorities. Kathleen Herring’s body was taken to the West Virginia Medical Examiner’s Office for an autopsy, where preliminary findings indicated signs of a homicide.

On April 28, 2025, the Albemarle County Police Department’s Major Crimes Unit located and arrested Dwayne Herring on Woodlake Drive in Charlottesville, Virginia.

Other indictments included:

∫ Keisha Renee Wilson, 35, of Wheeling, on two counts of child abuse resulting in injury;

∫ Benjamin Adam Winters, 31, of Wheeling, on two counts of attempting to disarm a law enforcement officer, one count of malicious assault on a law enforcement officer and one count of damage of equipment of emergency responders;

∫ Jayme Edward Taylor, 28, of Jacksonville, Florida, on one count of burglary;

∫ Louis David Smith III, 43, of Wheeling, on four counts one count of first-degree robbery and one count of attempted burglary;

∫ James Allen Cottrill, 60, of Wheeling, on four counts of failure to register as a sex offender;

∫ Jacob Michael Kinneer, 37, of Wheeling, on one count of burglary;

∫ Justin Joshua Bevins, 33 of Augusta, West Virginia, on two counts of fraud in connection with an access device, one count of counterfeiting, and one count of failure to appear;

∫ Kayla Rae Cunningham Works, 41, of Wheeling, on one count of receiving or transferring stolen goods;

∫ Joseph Ray Courtwright, 47, of Wheeling, on one count of possession with intent to deliver a Schedule II controlled substance: methamphetamine;

∫ Crystal Dawn Sleppy, 44, of Bellaire, Ohio, on one count of possession with intent to deliver a Schedule II controlled substance: methamphetamine;

∫ A double indictment against Tracy Lynn McWhorter, 46, of Wheeling, on five counts of possession with intent to deliver a Schedule II controlled substance: methamphetamine, four counts of possession with intent to deliver a Schedule II controlled substance: a narcotic, cocaine, and three counts of possession with intent to deliver a Schedule II controlled substance: a narcotic, fentanyl and one count of delivery of a Schedule II controlled substance: methamphetamine; and against Aubrielle Strothers, 40, of Wheeling on one count of delivery of a Schedule II controlled substance: methamphetamine;

∫ Shelly Suzanne Brooks, 52, of Wheeling, on one count of possession with intent to deliver a Schedule II controlled substance: methamphetamine;

∫ Russell Leland Evans, 63, of Triadelphia, on two counts of malicious assault and one misdemeanor count of domestic violence;

∫ Deandra Dawn McCann aka Angel Williams, 61, of Wheeling, on two counts of malicious assault and one count of misdemeanor domestic violence;

∫ Charles Edward Hutter, 60, of Triadelphia, on one count of possession of material visually portraying minors engaged in sexually explicit content;

∫ Gage Allen Heckman, 22, of Wheeling, on one count of possession of material visually portraying minors engaged in sexually explicit content and two counts of use of minors in filming sexually explicit content;

∫ James Allen Hunter, 53, of Wheeling on seven counts of failure to register as a sex offender;

∫ Elvis Adrian Castillo, 21, of Patterson, New Jersey, on two counts of reckless fleeing in a vehicle;

∫ Brandon Gilbert Ramsey, 42, of Wheeling, on four counts of failure to register as a sexual offender, second offense.
