STEUBENVILLE — City voters navigated a busy ballot to approve all eight charter revisions and return two council incumbents to another term. Unofficial results show Second Ward Councilman Tracy McManamon, the incumbent, easily defeated his write-in opponent, Derek Smith, while incumbent Fourth Ward Councilman Royal Mayo, a Democrat, took a 29-vote margin of victory over Republican newcomer Marc Barnes. STEUBENVILLE — Jefferson County voters chose to continue funding their public library Tuesday, passing a 1-mill, five-year levy renewal considered crucial to maintaining operations and services.
