Belmont County Commissioners give update on courthouse repairs
ST. CLAIRSVILLE – The Belmont County Commissioners gave an update on the courthouse elevator Monday, when they announced that drilling will begin that day as part of the elevator modernization project.
Drilling should last through Friday and take place from 4:30 p.m. to 2:30 a.m. each day. The alleys leading to the back of the courthouse from Newell Avenue and North Marietta Street will not be accessible during these hours.
No parking will be permitted directly behind the courthouse from 4 p.m. daily to accommodate the contractor’s equipment.
Disruption from the drilling itself should be minimal to people living nearby. Residents may hear a compressor running, since one will be stationed at the rear of the courthouse. The commissioners note that this is a normal part of the process and all noise levels will be in compliance with current Ohio standards.
The board apologized for any inconvenience and thanked people for their cooperation.

In other matters:
- The commissioners approved the execution of an invoice from ThyssenKrupp Elevator in the amount of $29,915 for the courthouse elevator hydraulic cylinder replacement.
- The commissioners are accepting applications to fill a position on the Belmont County District Library Board. To request an application, interested parties can contact the office at 740-699-2155. Applications will be accepted through Nov. 20. Interested parties may also submit an application at any time for consideration as various other board openings become available.
- The commissioners approved the certification of delinquent accounts for the sanitary sewer district to the county auditor to be placed on the tax duplicate and collected in the same manner as other real estate taxes for 2015.
- The commissioners accepted a proposal and entered into contract with ADR & Associates, LTD, for engineering services for the Belmont County Sanitary Sewer District’s District 2 U.S. 40 East Corridor lift station’s improvement project. In fee estimates, the District 2 lift station study would be $23,500. The Clinic LS and Force Main design is $33,600. Bidding is $6,000 and project inspection and construction administration including time and materials are estimated at $39,200. This contract will be paid from the East Corridor Sanitary Sewer Project fund.
- The commissioners approved and authorized the signing of a subordination of mortgage request in the amount of $18,000 regarding property owned by Christopher Lee and Shanna Nicole Anderson. Former CHIP grant recipients are refinancing.
- The commissioners entered into a roadway use maintenance agreement for drilling project and infrastructure with Gulfport Energy Corporation, effective Nov. 9, for the purpose of ingress and egress for drilling activity, including 0.9 miles of County Road 48, or Wegee Road, and 1.5 miles of County Road 54, or Pipe Creek Road, at various pads.
- The commissioners adopted a resolution granting a request from the Wayne Township Trustees to reduce the legal axle load limit on all Wayne Township roads by 50 percent from Dec. 1, 2015-April 15, 2016.
- The commissioners approved the payment of one half the total cost for the updating and printing of Belmont County road maps. The total cost of the project is estimated at $7,500, half of which will be paid by the engineer’s department and half by the commissioners. The maps will be printed by GIS Cartography and Publishing Services of Fort Lauderdale, Florida.
- The commissioners approved the payment of an invoice for GreenCore Designs, Inc., in the amount of $9,610.52 for the Senior Services of Belmont County Community Building project. This covers a lump sum of $5,000 for Construction Administration, plus reimbursables.
- The commissioners approved and authorized Commissioner Matt Coffland to sign an amendment to the Ohio Public Works Commission agreement regarding Deep Run Road and Pipe Creek Road slip repair projects.
