Jacob Murphy of Belmont smiles alongside some friends while watching emergency response vehicles parade past Epworth Park in Bethesda as part of his 9th birthday celebration on Saturday. The party was arranged for the special needs child by Taylore Frasnelly of Morristown after a mutual friend, Twiggy McNeil, told her nobody attended Jacob’s 8th birthday party last year. “Our hope for the outcome of this is that he will make new friends that he can count on long after the party is over,” Frasnelly said.
