Bids received for Harrisville wastewater treatment plant project

CADIZ — The Harrisville wastewater treatment plant project is moving ahead after officials received multiple bids for the impending project.

Harrison County was awarded a $437,900 grant in April through the Ohio Mid-Eastern Governments Association for the plant upgrades, meaning the project is fully funded. The project includes the replacement of the UV disinfection unit and installation of an automatic bar screen to remove debris and prevent trash from entering the system.

The village of Harrisville has continued to have issues with the facility since it was made operational in 2015.

Brandon Conley, a project manager with E.L. Robinson, a company hired by the county to assist with the project, met with Harrison County Commissioners Dale Norris, Don Bethel and Paul Coffland Wednesday to open bids.

Three bids were received from contractors for the project.

— Border Patrol LLC out of Hopedale for $320,000;

— Stanley Miller Construction Co. out of East Sparta, Ohio for $402,682;

— S.E.T., Inc., out of Lowellville, Ohio for $439,000.

Only one of the bids came in under the engineer’s estimate of $335,500. The bids were tabled for further review.

Conley said they will review the bids and contact the companies’ references prior to making their recommendation.

In other matters, commissioners signed a resolution to proceed with the submission of a 1-mill replacement levy for the Harrison County Sheriff’s Office to be placed on the Nov. 2 ballot.

The levy will replace the current levy which has been in place for more than 20 years. It will simply update taxes to current property valuations, Norris said.

He said the levy is estimated to generate $980,357 per year for the sheriff’s office which will help pay salaries and to provide, upgrade and maintain equipment at the sheriff’s office.

If the levy is approved, it will go into effect in 2023 and remain in place for five years.
