Of the five provisional ballots cast, three were valid and two invalid. One was not registered to vote, and the other did not provide proper identification. Of the 17 precincts that were open in Belmont County, 1,159 of the 11,410 registered voters -- or 10.16 percent -- cast a ballot. The official certification will be at 4 p.m. Monday at the board office, 52180 National Road East, St. Clairsville.
