Harrison officials discuss county funding

CADIZ -- The Harrison County Board of Commissioners discussed changes to county funding at their weekly meeting Wednesday.

The commissioners discussed a change to a previous agreement. This agreement was made between the Harrison County Department of Job and Family Services and the Jefferson County Community Action Council Inc. for the Comprehensive Case Management and Employment Program through the Ohio Department of Job and Family Services.

"This is a reallocation of funds. It's a carryover of funds from the last program year that would die if not all used because the money's good for two years. So this is money in the area that wasn't expended last year and reissued to Harrison County in this case," Michael McGlumpy, CEO of the Jefferson County Community Action Council, said.

The agreement states that there is $32,970 of carryover funding.

"Since this CCMEP youth program is funded by both (Workforce Innovation and Opportunity Act) money and (Temporary Assistance to Needy Families) money, we will be back in the next few weeks once our federal allocations come out and we will add TANF money to the total for that program," Deb Knight, director at Harrison County DJFS, said.

Knight presented another amendment to the contract.

"The additional amendment to the contract is for the adult and dislocated worker portion of WIOA. This is solely funded by WIOA funding and the increase is $136,435. That's also due to redistribution and carryover within the area," Knight said.

The commissioners all voted to approve both changes.

According to the U.S. Department of Labor's website, the Workforce Innovation and Opportunity Act is "designed to help job seekers access employment, education, training and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy."

Temporary Assistance for Needy Families is a federal assistance program that provides financial support for low-income families.

The commissioners also unanimously voted to approve a voucher for DJFS to pay county bills. The first amount approved was $5,586.38, and the second amount approved was $8,176.65.

The commissioners also approved $60,689.66 for Children Services.

In other news, Commissioner Paul Coffland recognized Sandi Thompson, librarian at Puskarich Public Library in Cadiz, for winning the Ohio Librarian of the Year Award. Thompson won the award last month. On Tuesday, she attended open houses at the Clark Memorial Branch, Scio Branch as well as Puskarich Public Library to celebrate this achievement. The award is through the Ohio Library Council and honors a librarian who has recently made a positive impact on the community and library.

"Sandi does a tremendous amount of work with us not only with the Imagination Library but serving our regional planning and working with us on broadband projects. She's just a huge asset to the community and the county as a whole, and I think it's a well-deserved honor," Coffland said.

Thompson will be honored at the 2023 Ohio Library Council Conference in Cincinnati on Sept. 27.
