Frosty’s Frozen Frenzy is in St. Clairsville to stay

ST. CLAIRSVILLE — Frosty’s Frozen Frenzy, which opened in St. Clairsville last year as a frozen treat stand, won’t be going anywhere — at least for the time being.

The future of the local shaved ice and ice cream stand was up for debate last fall, but owner Kim Davis said the matter has since been resolved. At issue was what constitutes a temporary or permanent business, and city policies are expected to be further hammered out in 2024.

The issue arose in October, when Darin and Kim Davis of New Athens brought the matter before St. Clairsville City Council. They intended to reformat their stand, located on 260 E. Main St., to serve coffee with a drive-through window during winter.

However, Planning and Zoning Administrator Tom Murphy voiced concern that extending the permit might disqualify the stand as a “temporary” business. In the discussion that followed, council members asked questions and were told that city bylaws do not clearly define a temporary business or lay out its time frame.

Murphy in December said the stand had since had its permit approved by the Board of Zoning Appeals to operate until Labor Day — Sept. 2, 2024.

Mayor Kathryn Thalman did not immediately respond to calls seeking comment on Friday.

“We’re here to stay, I am just so grateful that the city has allowed us to come back,”

owner and operator Kim Davis said of St. Clairsville City Council’s decision to allow Frosty’s Frozen Frenzy to continue to operate year-round at its current location.

Originally opening the location as a seasonal business, Davis decided to continue to stay open all year round offering coffee items in colder weather and operating as a drive-through. Currentl business hours are 2-8 pm every day. Davis said that once all of the schools are out for the summer, she plans to extend those hours.

Now that summer is approaching again, Frosty’s Frozen Frenzy is offering a seasonal menu that has over 100 shaved ice flavors, an additional 12 sugar-free shaved ice flavors and 20 tropical Redbull infusion flavors, as well as vanilla, chocolate and twist soft serve ice cream, cake pops and sugar and chocolate chip cookies.

A new item on the exclusive seasonal summer menu is doughnut sundaes and doughnut ice cream sandwiches. The donuts are provided by local dessert shop Unique Treats of Bellaire. Davis also said she plans on adding Redbull-infused slushies.

“It’s just my dream job,” Davis said of the joy she has from achieving success and entering the business’s second year of operation.

Davis discussed the creation of Frosty’s Frozen Frenzy.

“I was like, ‘I’m going to go out and sell shaved ice,’ which turned into selling coffee and it’s been a lot of fun,” she said.

After the summer season, Davis is planning on relaunching the coffee menu but is considering the possibility of making the business mobile. She said the reason she is considering becoming mobile is because multiple people have expressed interest in having her cater shaved ice for their wedding receptions.
