Judge sets $1M bond in Bellaire murder case

ST. CLAIRSVILLE — A Bellaire man remains jailed in lieu of $1 million bond after he was arrested and charged with murder Saturday night.

Brian Alexis Nolin Melott appeared before Belmont County Eastern Division Judge David Trouten for a bond hearing on Monday, according to county Prosecutor Kevin Flanagan. He said Trouten set Melott’s bond at $1 million, noting that Melott remained lodged at the county jail Monday evening.

Melott, 21, is charged in the shooting death of 19-year-old David Allen, also of Bellaire. The shooting occurred at the Francis Wallace Apartments, located on 41st Street in Bellaire.

The Bellaire Police Department made the arrest and continues to investigate.

Flanagan said the case has now been turned over to his office for review. He said a charging decision will be forthcoming; however, there are “other individuals we need to talk with.” He said Bellaire police are searching for those individuals.

An autopsy of Allen is scheduled to be performed today.

“We have a medical procedure tomorrow that will give us information for an appropriate charge,” Flanagan added.

After his office determines what criminal charges should be filed against Melott, he said the case will be submitted to a Belmont County grand jury. Those jurors will decide whether to hand down an indictment against him.

Melott has not yet entered a plea in the case. His next court appearance is scheduled for Thursday, and Flanagan said it will either be an initial appearance or a preliminary hearing. He noted that a public defender has been appointed to represent Melott.

In a press release regarding the incident, Bellaire Police Chief John J. Watson wrote that officers responded to the 700 block of 41st Street at 9:30 p.m. Saturday for a report of “shots fired.” On arrival, they reportedly found two people — Melott and Allen, who had a single gunshot wound to the chest.

Officers and emergency medical personnel provided aid to Allen, but he later died.
