Domestic dispute in Powhatan Point leads to arrest

ST. CLAIRSVILLE – Belmont County Sheriff’s Office responded to a call to help the Powhatan Police Department regarding a domestic violence incident located in Powhatan Point around 2 p.m. Wednesday. Deputies negotiated with both the male and female subjects inside to exit the residence. After extensive negotiation, the female exited the residence at 4:40 p.m. Deputies continued to negotiate with the male until the the sheriff’s office made the decision to breach the front door and make verbal commands that K-9 Xyrem would be released. The male then exited the residence at 5:30 p.m. and was placed in custody without incident, according to information released at a press conference Thursday.

Ray Allen Fox Jr. Is being held in the Belmont County Jail with no bond on charges of failure to appear for domestic violence, failure to appear for obstructing official business, kidnapping, domestic violence, strangulation and violation of protection order. The female was not arrested.
