WILLIAM PHIPPS

He was born October 29, 1947 in Wheeling, West Virginia, a son of the late C. C. Phipps and Alice Zimmerman Phipps.

Bill was a retired Executive Director of Bel-O-Mar Regional Council having worked there for 41 years. He was a U.S. Navy Veteran of the Vietnam War. He was a member of the Warwood Veterans Association, the American Legion Post 159 and the Fraternal Order of Eagles Aeire 2541 both in St. Clairsville. Bill was a nature lover and enjoyed peaceful nature hiking, having hiked the Appalachian Trail and was working on traveling to every state and county in the United States. His favorite sports teams included the Buffalo Bills, Buffalo Sabres and Notre Dame.

Surviving are his loving wife, LuAnn Kennedy, his sister, Mary Ann (Jim) Yoakum of Maryville, Tennessee, several nieces and nephews and the pets that he loved, dogs, Luke, Gypsy and Ritz and cats, Ben and Momma.

Bill’s final act of kindness was to give the gift of life through organ and tissue donation. Honoring his wishes there will be no services. Arrangements have been entrusted to Toothman Funeral Home in St. Clairsville.

Memorial donations may be made in Bill’s memory to the University of Notre Dame.
